It's hard, and it drains him more than using the standard levels would, but something like the Speed Plus doesn't actually cost him energy, while using a single weak intermediate spell from the mastered Ice materia drained all his energy, where as he could cast two Ice spells from a mastered Ice materia if he didn't slot it.
