Well, there were two rasons for that. Firstly she wanted to reassure her friends in the police that she wasn't abusing Jean-Claude, and secondly the punishments she used are more severe in a lot of ways. Jean-Claude really missed being able to act as Master of the City, and he worries about how the vampires are doing without him there, as well as about how he can convince them to still respect him. And he also really treasures being allowed to decide when he has sex with Asher.
