No he's not. Sephiroth's the main barrier to him being really accepted by Cloud, and once Sephiroth gets his head round the idea that Tseng isn't a threat to him he'll suggest that Tseng be moved to the offical harem area, in the same set of rooms as Cloud and Sephiroth live in.
