I was thinking that Tseng would like to leave Sephiroth and Cloud, when his sentence expires and find a life of his own. He is content as their concubine but I don't think he is truly happy. He doesn't have a career, or a lover who puts him first. Of course if the economy is really bad, this might not be a feasible option.
No, he doesn't want to leave. It hasn't even occured to him that leaving would be desirable. And he does have responsibilities and the respect of Cloud's people now, while if he was freed the scandal would follow him everywhere. He doesn't really want a lover who'd put him first, if he hadn't been enslaved he'd probably have stayed single for most of his life, with nothing closer than fuck-buddy relationships and a few close friendships.
As for the economy...I'm not sure. Elena's indenture was because the family had taken on a lot of debt due to their mother's illness, and financially it made more sense to accept an indenture where she'd get some qualifications than to get an entry level, almost dead end job, which is all she'd be able to find. Tseng does have a decent level of savings, since he's had so many owners and sold all the collars and cuffs they gave him, so he'd probably not really need a job, the way Scarlet wouldn't have needed a job if Rowan hadn't bought her as her first concubine.
On another subject, Cloud, Sephiroth, Aeris and Tseng, all seem a little lost in high Cetra culture. Aeris knew that Cloud should have a concubine, but didn't know that the consort needed to be consulted. Neither Cloud, nor Sephiroth nor Aeris realized that most households tried for matching clothes at formal parties.
Yes, they are a bit. Cloud wasn't entirely that interested in the more obscure bits of tradition, the only ones he really cared about were the ones that would affect Sephiroth so he researched a consort's rights (and incidentally responsibilities) pretty thoroughly, and Sephiroth researched most of the stuff that was written down because he believed that he should know about Cloud's culture and supporting Cloud is one of his responsibilities. Isis was supposed to teach them the unwritten stuff, but she didn't bother with anything that would help Sephiroth because she was jealous of him, like the matching clothes, and so she sabotaged their learning to some extent.
