Because he couldn't be certain that his subjests would end up with voices good enough to even sell to church choirs, and most male sex slaves are traditional catrati, which are much more saleable than full males. In addition to which church choirs are traditional enough that they probably wouldn't buy anything but a true catrato.
Also why would anyone want to create people for low level work?
Only the biggest companies do this, something like 150-250 the world over. Hojo is an exceptionally talented geneticist, which is why almost all of his subjects were good looking, but mostly that can't be guaranteed. So most purpose-bred are created for low level labour and the companies skim off the ones pretty enough to sell as sex slaves. There's a tipping point, if they can afford the initial invetsment and need enough low-level labour it's more cost-effective to use purpose-bred since each purpose-bred costs something like 30-40% in board and 'pension' of what a freeborn worker would. And the price of the sex slaves they skim from this pool is pure profit.
I can't see why Hojo is creating a gladiator clone. Can't see what he hopes to gain from that project since having one Sephioth would produce enough information about strength enhancements and cloning results.
Not really, as a castrato Sephiroth doesn't show the strength enhancements to the same degree a full male would. Also Sephiroth wasn't a clone - multiple progenitors remember. And finally Hojo is simply returning to his original area of interest with a new special gladiator.
