So basically they want someone who has a high response to the Planet. They don't really care about family ties. This is sort of looking like a Cinderella story with politics. Wanted one good person to marry Royal Princess, must have high response to Planet without major character flaws. Happy ending is not guarenteed so must be capable of emotional independence or have their own support network. Both Cloud and Aeris are taking their duty to the Planet seriously and are making personal sacrifices to accomplish their duty so someone who has a high response to the planet and is not using it for the good of society is intolerable. Well that takes care of the candidates.

Can they do something about the generally vicious? Like the person who trades in his concubines after 6 months and they all need some sort of post trauma care? A little assassination could only improve things. Perhaps the lazy and lax could receive consoling on production work that would help society?
