Unfortunately a lot of the generally vicious are too valuable in other ways to get rid of. For instance legally Daris isn't doing anything wrong and he's just about the only healer caste who can work easily on the genetic level. As for the parasites...they do contribute to the economy indirectly and no system's perfect.
